U.S. - Russia agreement on weapon-grade plutonium no longer required for defense purposes

In a joint statement at the Moscow Summit June 4, President Clinton and Russian President Putin said their agreement on the disposition of plutonium "reaffirms [their] commitment to nuclear disarmament."
